How to file an EDF for a PayPal payment
A PayPal receipt shows who paid you and what reached your balance. You still choose the service code, and you add your own name and address before the form is ready for the bank.

Payoneer holds a marketplace or client payment and then pays your Indian account. The EDF describes the service you exported, not the withdrawal itself.
A Payoneer withdrawal to an Indian bank is how the money came home. The export is the invoice behind that balance: the Upwork contract, the client project, or the store that funded the Payoneer account. Declare that invoice.
Payoneer is the third-party payer. The overseas client or platform that bought the service is the recipient. If several clients funded one withdrawal, keep one Part 2B line per invoice.
Use the currency and amount on the invoice you are declaring. If Payoneer converted to rupees before the credit, the settlement is in rupees and the realisation period is twelve months. A foreign-currency balance that your bank brings in uses nine months.
Choose the SAC code for the work. Payoneer does not supply one. The codes on this site run from software 998314 to advertising 998361, consulting 998311 and 998312, and online content 998439.
Give it to the bank that receives the Payoneer transfer. That bank’s AD code goes on the form. File within 30 days after the invoice month.
Software can also be given to Software Technology Parks of India. Other services go to the authorised dealer. Free EDF does not see the bank’s EDPMS entry.

Wise is the route a client uses to pay you. The Export Declaration Form still describes the service on your invoice, and the bank that receives the credit is the bank that should get the form.
Upwork pays freelancers in India for work done for overseas clients. Declare the invoice you raised for that work. Upwork’s fee does not choose the service code.
